ITEP

The Industrial Tax Exemption Program offers manufacturers that locate or expand in Louisiana a temporary, partial reduction of property taxes. Companies that apply and qualify for ITEP can get up to an 80% reduction of property taxes for up to 10 years. That means state and local governments receive an immediate 20% new tax-revenue stream, on top of existing taxes paid by the manufacturer, while companies realize an early return on their investments in the state.

ITEP plays a crucial role in giving Louisiana communities of all sizes the ability to compete for major manufacturing projects, by encouraging new investment, modernization and reinvestment without putting any money up front. It serves as one of Louisiana’s strongest business assistance programs for manufacturing investment and job growth.

Quality Jobs

The Quality Jobs rebate program encourages businesses to create new, high-quality jobs in the state. First established in 1995, the program offers qualifying businesses a payroll tax rebate of up to 6% of payroll expenses for up to 10 years. The program also provides a rebate on capital expenditures or a 1.5% project facility expense rebate.

The amount of the rebate is directly related to the new direct jobs created and to the new annual gross payroll generated as a result of the company locating or expanding existing operations in Louisiana. 

The program has diversified the state’s economy by attracting businesses in a variety of industries, including technology, healthcare and manufacturing.

Certified Sites

Louisiana is fully committed to providing superior shovel-ready business sites, and no state offers a more rigorous prequalification process. The LED Certified Sites program qualifies industrial sites based on zoning restrictions, title work, environmental studies, soil analysis and surveys. These sites are 180-day development ready and have substantial due diligence studies performed to receive certification. 

To assist companies needing to make complex site identification decisions, LED has secured or has access to GIS maps for every region of the state — enabling project managers to locate suitable sites quickly.
